How AAP Will Divide Up Manish Sisodia's 18 Portfolios

The 18 portfolios of the Delhi government handled by Manish Sisodia will be divided among two ministers of the Delhi government for now, sources have told NDTV. Kailash Gahlot and Raaj Kumar Anand will each be in charge of two signature portfolios of Mr Sisodia, sources said.

Mr Anand will be looking after the showcase departments of Education and Health, which the Aam Aadmi Party considers its crown jewels.

Kailash Gehlot, one of the senior members of Arvind Kejriwal's cabinet, will be in charge of the vital power and water departments. AAP's delivery on its promise of free power and water in Delhi is seen as a key aspect of its sweeping victory in Punjab.

He will also oversee finance, the most crucial department ahead of the Delhi budget due in March.

Mr Sisodia, arrested in connection with the alleged liquor scam in Delhi, stepped down as a minister today. So did another Delhi minister, Satyendar Jain, who has been in jail for around eight months.

Before quitting, Mr Sisodia was handling 18 of Delhi's 33 ministries, including health, which was the responsibility of Satyendar Jain till his arrest.

Party sources said there will be no addition to the cabinet till the Delhi budget is presented next month.

Sources say Mr Gahlot will take over eight portfolios that also include Home, Urban Development, Planning, Public works Department, Irrigation and Flood Control. Mr Anand's share includes Land and Building, Vigilance, Services, Tourism, Art Culture and Language, Labour, Employment and Industries.

The AAP government had started out with seven ministers, and now has only five. Mr Kejriwal, the face of the party and the government, has not handled any department so far.

There is speculation that the crunch might tie him up with governance in Delhi ahead of a string of state elections this year and the general elections the next.

AAP, which got the national party status with last year's Gujarat elections, was planning to contest in Chhattisgarh, Karnataka, Rajasthan and Madhya Pradesh.

Mr Sisodia faces corruption allegations in connection with a new liquor sale policy in 2021. The CBI contends that liquor companies were involved in framing of the policy, for which kickbacks to the tune of Rs 30 crore were paid by a liquor lobby it dubbed the "South Group".

The policy would have led to a 12 per cent profit for them, of which 6 per cent was routed to public servants through middlemen, the agency claimed.

Couple Gets Life In Jail For Killing Daughter Born Without Ear

A couple was on Monday sentenced to life imprisonment by a court in Indore in Madhya Pradesh for killing their three-month-old daughter, who was born without an ear, and disposing of her body in a garbage dump.

Pappu Rawal (50) and his wife Sangeeta Rawal (45) were convicted under section 302 of the Indian Penal Code for killing their child with a kitchen plier, a prosecution official said.

The child's body was found wrapped in cloth in a garbage heap in Khajrana area here on March 16, 2016.

The child, who was the second daughter of the couple, did not have an ear, due to which they disowned her and killed her, the official said.

However, DNA tests established them as the biological parents and a probe found them guilty.

Assistant District Public Prosecution Officer Avisarika Jain convinced the court about the couple's guilt through circumstantial and scientific evidence, the official said.

"Many Manish Sisodias Behind Bars": Ashok Gehlot

A day after the CBI arrested Delhi Deputy Chief Minister Manish Sisodia, Rajasthan Chief Minister Ashok Gehlot on Monday said "many Sisodias" have been arrested in the country but people don't get to know about them.

There is "terror" of Central Bureau of Investigation (CBI), Enforcement Directorate (ED), and Income Tax department in the country, while the judiciary and Election Commission are under pressure, he claimed.

Mr Sisodia was arrested by the CBI on Sunday evening in connection with alleged corruption in the formulation and implementation of the now-scrapped Delhi excise policy 2021-22.

A special court in Delhi on Monday sent him to five-day CBI custody for effective interrogation to unravel the alleged scam.

"Many Sisodias have been arrested in the country," Mr Gehlot told reporters in Sikar in response to a question.

People don't find out about them. They found out about Mr Sisodia's arrest because he is a deputy chief minister, he said.

"There are many such instances where journalists, writers and litterateurs have been put behind bars. The general public will have to think about what is happening in the country," he said.

Delhi's ruling AAP claims Mr Sisodia is innocent and has been arrested due to political vendetta. The party on Monday staged protests across the country against Mr Sisodia's arrest.

Mr Gehlot further claimed there is "terror" of central probe agencies and an atmosphere of tension and violence prevails in the country.

"There is severe inflation, unemployment, an atmosphere of tension and violence in the country, there is terror of ED, Income Tax department and CBI. The judiciary and the Election Commission are under pressure and the gap between the rich and the poor is growing. These issues have shaken the whole country," the chief minister said.

"The government of India is not paying attention to this. All... issues are of great importance. It is its duty to pay attention to them when the Opposition raises them through dharnas, demonstrations and yatras ... like (Congress leader) Rahul Gandhi did," he said.

It is the country's misfortune that these "fascist" people, who have no faith in democracy, have formed the government by putting on the mask of democracy.

Referring to the Rajasthan government's Chiranjeevi Health Insurance Scheme and other welfare initiatives, Mr Gehlot said these measures are being discussed across the country and the state has set an example.

AAP Approaches Supreme Court To Summon Budget Session Of Punjab

The Punjab government has been "forced" to move the Supreme Court over the issue of summoning the budget session of the state assembly as the governor is not responding to the cabinet's decision in this regard, Aam Aadmi Party MP Raghav Chadha said on Sunday.

The AAP leader said the matter will be mentioned in the apex court on Monday morning.

The standoff between Punjab Governor Banwarilal Purohit and the AAP government led by Bhagwant Mann had intensified on Thursday with Purohit indicating he is in no hurry to summon the session and reminding the chief minister about his "derogatory" response to a letter from Raj Bhavan.

Mr Purohit's letter to Chief Minister Mann had come two days after the Punjab Cabinet decided to call the assembly session from March 3 and requested the governor to summon the House.

"Settled law that Governor has to summon assembly as per the advice of Cabinet .... We have been forced to move Supreme Court on something as basic as summoning budget session of Punjab Assembly. Matter will be mentioned tomorrow morning in SC," Mr Chadha said on Twitter.

"On 22nd Feb 2023, the Punjab Cabinet asks the Punjab Governor to summon the budget session of the assembly from 3rd March 2023.

"On 23rd Feb 2023, Punjab Governor says he needs to take legal advice on that. Till date Governor not reverted on this issue," the Rajya Sabha MP tweeted.

"Urgent Need For United Opposition" To Take On BJP In 2024: Congress

The Congress on Saturday asserted that it is the only party that can provide capable and decisive leadership to the country, but was ready to make sacrifices to defeat the BJP-led NDA and would go all out to identify, mobilise and align like-minded secular forces to achieve its goal.

The party, which chalked strategy for the 2024 Lok Sabha polls at its 85th plenary session in Raipur, also cautioned that the emergence of any third force would give advantage to the BJP and the National Democratic Alliance (NDA).

The Congress said it is willing to forge a viable alternative by aligning with like-minded parties and regional outfits that agree with its ideology to get rid of the "anti-people and undemocratic" BJP government in the general elections.

The Congress' pitch on opposition unity comes amid Bihar Chief Minister Nitish Kumar urging the grand old party to make a quick decision on aligning for the 2024 polls and some regional outfits such as the Bharat Rashtra Samithi talking of a third front.

"Unity of secular and socialist forces will be the hallmark of the future of the Congress party. Congress should go all out to identify, mobilise and align like-minded secular forces," the party said in its political resolution adopted at the plenary.

"We should include secular regional forces who agree with our ideology. There is an urgent need for a united opposition to take on the NDA on common ideological grounds. Emergence of any third force will provide advantage to the BJP/NDA," it said.

The second day of the three-day brainstorming session saw the party adopting 85 amendments to its constitution and adoption of three resolutions on the political situation, economy and international affairs.

The amended constitution would enable 50 per cent reservation to SCs/STs/OBCs and minorities at all posts in the party and also provide 50 per cent reservation to people below 50 years and women in both reserved and unreserved categories.

The Congress also decided to raise the Congress Working Committee membership from the current 23 to 35 and provide automatic membership in the top body to former prime ministers, former All India Congress Committee (AICC) chiefs and leaders of the Congress in both Lok Sabha and Rajya Sabha.

The party said it will have only digital membership and make its records digital.

The conclave is being held to make the Congress poll-ready ahead of next round of assembly polls and the 2024 general elections.

The demand for a Joint Parliamentary Committee probe into the Adani-Hindenburg issue was also made in the economic resolution adopted at the plenary, with the assertion that it is against "government-facilitated" private monopolies and not against any person rising from a humble background to become the second richest in the world.

In its political resolution, the Congress also said it will build the widest-possible consensus with all like-minded parties to take up concerns over efficacy of EVMs (electronic voting machines) with the Election Commission and would move court if it does not respond.

Congress president Mallikarjun Kharge set the tone by asserting that in the prevailing difficult circumstances, "the Indian National Congress is the only party in the country that can provide capable and decisive leadership to the country".

He said from 2014, Congress' alliance with like-minded parties served the people of the country effectively and "we once again look forward to forging a viable alternative by aligning with like-minded parties to defeat the anti-people, undemocratic BJP government.

"We are ready to strive for the welfare of the people of our country and whatever sacrifices that are required, our goal for upcoming state elections and Lok Sabha election 2024 is clear," he stressed.

In her address at the plenary, former Congress chief Sonia Gandhi urged party workers to achieve the goal of defeating the BJP in the 2024 polls under the Kharge's leadership.

"The path ahead is not easy. But my experience, as well as the rich history of the Congress, tells me that victory will be ours. To achieve it under Kharge ji's leadership, we must tackle the regime with boldness and vigour, and stand side-by-side with the people it attacks," she asserted.

Urging Congress workers to reach out to people and convey the party's message with clarity and cohesion, Sonia Gandhi said, "We must work with discipline and timeliness, to respond quickly in this fast-paced age." Giving a word of caution, she said, "Above all, we must be ready to put aside our personal expectations, make sacrifices, and work with unity and a sense of common purpose." Noting that these are challenging times, she launched an all-out attack on the Modi dispensation, saying, "Prime Minister (Narendra) Modi and the BJP-RSS regime has relentlessly captured and subverted every single institution." "It ruthlessly silences any voice of opposition. It has caused economic ruin by favouring a few chosen businessmen at the expense of all others and of the people, of the ordinary people," the former Congress chief said.

"Most distressingly, it fuels the fires of fear and hatred against fellow Indians. It viciously targeted minorities, and ignored crimes and discrimination against them, against women, against Dalits and against adivasis. It mocked (Mahatma) Gandhiji, and through its words and actions shows its contempt for the values of our Constitution," she said.

Sonia Gandhi said she was happy that her innings could conclude with the Bharat Jodo Yatra, with the party asserting that the remark was about her tenure as the party president and had nothing to do with her retirement from politics as construed by some.

She also expressed gratification for her innings, as the party showered praise on the septuagenarian for the achievements after she became its president 25 years ago. The party also adopted a resolution appreciating her role as party chief.

Former Union minister M Veerappa Moily, who was the chairman of the sub-group on political affairs for the plenary, said, "We have definitely given a roadmap for the Congress-led government to come back in 2024. We shall take the initiative, unite all secular and socialist forces to come along with the Congress to re-establish the Congress-led government in the country." Mr Kharge also took a swipe at Prime Minister Modi, alleging that the "pradhan sevak of Delhi, who gets advertisements printed every day, is serving his own friend".

He also launched a blistering attack on the government, alleging that "the DNA of those sitting in Delhi is anti-poor" and they are attempting to "destroy" democracy. He also called for a people's movement against the prevailing situation in the country.

The Congress in its political resolution also said it will infuse new blood in leadership roles without creating new fault lines and cementing its ideological moorings.

Explained: Who Is Lovepreet Singh, Punjab Radical Leader's Aide Freed By Cops

Lovepreet Singh walked out of jail today after a pro-Khalistan organisation lay siege to Ajnala police station in Punjab's Amritsar. But who is he and who is the Amritpal Singh that led the group to Ajnala police station.

Who is Lovepreet Singh

Lovepreet Singh aka Toofan Singh belongs from Gurdaspur in Punjab. He was arrested for his connection in a kidnapping and assault case. Lovepreet Singh is also a part of Waris Punjab De, and a close aide of Waris Punjab De's chief Amritpal Singh.

Who is Amritpal Singh

Amritpal Singh is the chief of Waris Punjab De, a separatist organisation started by Deep Sidhu. Amritpal Singh returned from Dubai last year. He was recently made the head of Waris Punjab De at an event in Moga district, the village of Jarnail Singh Bhindrawale.

What happened on February 23 at Ajnala police station

After Lovepreet Singh's arrest on February 16, Amritpal Singh warned the police to release him, or else he would come with a huge crowd on February 23. Amritpal Singh's supporters started gathering in the morning at Ajnala station.

The police tried to stop them since they were low in number. Then Amritpal Singh reached Ajnala from Raia's village Jallupur Khera. In half an hour, the situation became such that the police were attacked with swords. Several policemen including senior officers, at Ajnala police post were taken over by Amritpal Singh and his supporters.

What did Punjab Police do

The Punjab Police decided to form a special investigative team to probe the first information report (FIR). Lovepreet Singh was released at 4 pm. "Want to ensure peace. It's hard-earned in Punjab," the Punjab Police chief said.

The whole incident has come at the time when Punjab Chief Minister Bhagwant Mann has been inviting investments to Punjab. This event is not the standalone incident of a separatist uprising in the state. There have been cases in the previous government as well. For now, the situation remains tricky for the Aam Aadmi Party (AAP) government in Punjab.

Trinamool Will Win To Sustain Democracy: Meghalaya Leader Of Opposition

Former Meghalaya Chief minister Mukul Sangma claimed on Friday that Trinamool Congress will outshine other parties in the Assembly Elections scheduled set to be held on February 27.

"You can feel the pulse here. The spirit of true democracy, of the people, by the people and for the people, must be reinforced for the purpose of sustaining the democracy and that's what we have done," Mukul Sangma said to NDTV.

Taking on the 'outsider' branding of the TMC by other parties, the leader of the opposition said, "Today you see all my supporters, who are the outsiders here? They all are part and parcel of the people who create this the whole demography. The Garo, Khasi, Jaintia and other tribes coexist along with non-tribals."

The kind of narrative being used against the TMC is not at all expected from this civilized state, he added.

Mukul Sangma had parted ways with the Congress with 11 other MLAs to join TMC in 2021.

"I used to tell people that BJP's narrative is camouflaged by the so-called rhetoric of development. If BJP is concerned about the people of the state and development, then why did they not act on the corruption and irregularities allegation brought to their notice?" he asked.

Mr Sangma added, "Are they trying to use the other parties as their pond? Is this the strategy that BJP is adopting with other parties who are in the present dispensation, including the NPP."

Megalaya goes to polls on Monday and the counting of votes will take place on March 2.

The Election Commission of India declared that no campaigning is allowed from 4 pm tomorrow. Over 21 lakh people will be eligible to elect their representatives from 369 candidates including 36 women.

"Congress Was Special Purpose Vehicle For Independence Movement": Amit Shah

Union Home Minister Amit Shah today said the Congress party was a "Special Purpose Vehicle" for independence movement, without any ideology, whereas the BJP was formed on the basis of an ideological pillar called "cultural nationalism".

India's story has begun and by 2047 creation of a "great India" is certain, he said, as he credited the people for a "paradigm shift" in the country, by bringing in the Narendra Modi led BJP government.

Mr Shah was speaking at an interactive session on "Indian Polity - 65 years Scenario & Paradigm Shift Under Modi Ji" organised by 'Samvada' here.

Noting that Congress which contributed in a big way for the freedom struggle is today completely "fallen" into the dynastic system, and its internal democracy has fully eroded, the Union Minister said, Socialist parties too after Lohia era gradually turned into caste based party initially, and then went on to become dynastic parties.

Dubbing the RJD and Samajwadi Party as 'dynastic,' he said, "here too in Karnataka JD(S) is a dynastic party, you can't find anyone in their family who doesn't contest polls, everyone wants contest polls and lead Karnataka, I don't understand as to who runs the house. I'm not opposing them. I'm placing the facts before you." Communist's thinking about the economy is "unnatural and narrow", and this has gradually caused their end globally, he further said, "whereas the Jana Sangh had to fight a long struggle to become Janata Party first and the BJP, but we have kept our ideology and party democracy intact."

According to him, the Congress party was not born with any ideology, but it was an organisation, to which educated Indians gradually started getting associated with, with a demand for freedom.

"No one can take away Congress' great contribution in getting freedom for the country, but it did not have an ideology."

"Congress never had one thinking or ideology, whether it is cultural ideology or economic ideology or ideology with respect to building the nation. All those who wanted freedom got associated with the Congress thinking it to be a platform," he said.

"If I have to say in the modern educated Bengaluru's language, the Congress party was a Special Purpose Vehicle for independence. Congress friends should not take my words in a wrong sense, I'm just trying to explain in a simple way....the only intention was to make the country rid of the British, the whole country was with them on this," he said.

Suggesting that this was the reason why Gandhiji had called for the disbanding of Congress party, after independence as its work was over, the former BJP President said that Gandhi had asked people to form their own party based on their ideology and had said that people will choose their leader.

"But, this did not happen as the credit of getting freedom was in the Congress' account and its leaders then did not want to leave it," he said.

Averring that the ideology of BJP was "cultural nationalism", Mr Shah said, other than India, rest are geopolitical countries, created after war or inventions or partitions, while ours is a "geo-cultural country" formed out of a common cultural ecosystem, and our party fully believes in it.

He said BJP also believes in "integral humanism", and that the deprived and poor have the first right on development, irrespective of their caste or religion, unlike former PM Manmohan Singh, who said minorities should have first right.

Today BJP is the world's largest party with more than 11 crore workers, more than 1,500 legislators, more than 400 MPs and has a government on over 66 per cent land area of this country, he said adding that "as there was courage in our policies or ideology we have reached this far."

Chief Minister Basavaraj was also present in the event, which was attended by select invitees from various walks of life.

Pointing out that corruption, inflation, crony capitalism, and policy paralysis had engulfed the country before 2014, Mr Shah said, after Narendra Modi became Prime Minister politics was taken away from the privileged towards those potential, and the concept of power for potential was created, bringing in a "paradigm shift".

BJP freed India from, casteism, dynastic and appeasement which had destroyed the country and its policies, he said, as he defended the government's strong decisions like GST, demonitisation, fight against corruption, stating that it was for the good of the people, despite resistance within and the threat of losing the vote bank looming large.

Listing out various policies, initiatives and programmes of the Modi led government for the welfare of the people and in national interest, the Home Minister also pointed to the growth in India's stature globally, and as fifth largest economy.

He spoke about the Modi government's zero tolerance towards terrorism, and also sought to clarify BJP's position on regional languages stating that "Kannada, Tamil, Telugu, Malayalam, are all our languages."

Pitching for education in mother tongue, he said, "language is not proof for our IQ or knowledge, it is only the expression of IQ or knowledge."

Advising people to always vote looking at a party and its leadership, Shah said, leadership is not an individual, he is an institution who is associated with the legacy, ideology and development programmes of the party.

In Shiv Sena Row, Now Focus On Claim To Party Headquarters, Mouthpiece

With the Election Commission (EC) recognising Maharashtra Chief Minister Eknath Shinde's faction as the real Shiv Sena, now whether his group also stakes claim to the party headquarters 'Shiv Sena Bhavan' and party mouthpiece 'Saamana', both currently controlled by the Uddhav Thackeray camp.

While the Shiv Sena Bhavan is located at Dadar in central Mumbai, the 'Saamana' head office is situated in the nearby Prabhadevi area. Both these establishments are currently run by different trusts.

CM Shinde has maintained that he would not stake claim to the Shiv Sena Bhavan even though he has got the party name and symbol. However, the rival camp is wary and on guard. Recently, Shiv Sena (Uddhav Balasaheb Thackeray) leader and Thane MP Rajan Vichare submitted a letter to Thane Police Commissioner Jai Jeet Singh, urging him to thwart any attempts by the Shinde group to usurp the Shiv Sena 'shakhas' (local party offices) in the city.

The EC last week recognised the Shinde faction as the real Shiv Sena and allotted it the party's 'bow and arrow' symbol, giving a jolt to the Thackeray camp. Earlier, the Shinde group was officially referred to as 'Balasahebanchi Shiv Sena' and the Thackeray group as Shiv Sena (Uddhav Balasaheb Thackeray). The Supreme Court is hearing various petitions related to the tussle between the Shinde and Thackeray factions.

Due to the EC verdict, the Thackeray family lost control of the party that was founded in 1966 by Bal Thackeray. The party, founded on the principles of justice for the sons of the soil, had adopted Hindutva as its key ideology and partnered with the Bharatiya Janata Party (BJP) in 1984, an alliance that continued till 2019 when Uddhav Thackeray joined hands with arch-rivals Nationalist Congress Party (NCP) and Congress to become the chief minister.

The Shiv Sena Bhavan is controlled by 'Shivai Seva Trust'. Its founding trustees include late Bal Thackeray and his wife late Meena Thackeray. Many of the founding trustees are not alive now.

Its present trustees include senior leaders Subhash Desai, Diwakar Raote, Leeladhar Dake, former Mumbai mayor Vishaka Raut and Uddhav Thackeray himself.

While 'Saamana', the Shiv Sena mouthpiece founded by late Bal Thackeray, is managed by Prabhodhan Prakashan, whose printer-publisher is Thackeray loyalist Subhash Desai.

Uddhav Thackeray had resigned as the editor of 'Saamana' after assuming the chief minister's charge in November 2019. He had handed over the editor's post to his wife Rashmi Thackeray in March 2020. However, after the Shiv Sena split, Uddhav again took over as the editor in August 2022. Sanjay Raut is the executive editor of the party mouthpiece.

Senior journalist Prakash Akolkar, who has written 'Jai Maharashtra' - a book on Shiv Sena's history, said, "CM Shinde has taken a mature decision of not staking claim to the Shiv Sena Bhavan and Saamana as both these institutions are operated by private trusts. Staking claim to these establishments would lead to further legal complications. It is also his indirect message to supporters to exercise restraint." Harshal Pradhan, a close aide of Uddhav Thackeray, said there are 350 Shiv Sena 'shakhas' in Mumbai, while outside Mumbai there is one such unit in each municipal ward.

Shakhas are the premises where the Shiv Sainiks (party workers) gather for political meetings, resolving local issues of citizens.

Vaibhav Purandare, the author of 'Bal Thackeray and the Rise of the Shiv Sena' said, "As a political party, the Shiv Sena directly owns very few properties. Shiv Sena Bhavan and Saamana are owned by trusts. While most of the Shiv Sena shakhas are either owned by the 'shakha pramukhs' or by private individuals who have given their property to set up these offices. It is up to these individuals to decide which way to go."

"Put Family Facing Eviction In Taj Hotel": Bombay High Court In Jest

The Bombay High Court on Wednesday pulled up the Mumbai Metropolitan Region Development Authority for seeking to evict a man and his family from their transit tenement and in a lighter vein said the planning body should put them up at the Taj hotel in south Mumbai.

A division bench of Justices Gautam Patel and Neela Gokhale questioned the 48-hour eviction notice sent to the man, whose original home was pulled down for a public project, and asked if MMRDA expected him to “stand at Flora Fountain (a Mumbai landmark) and beg”.

The court was hearing a petition filed by one Shobhnath Singh challenging MMRDA's notice of February 8, 2023, that asked him to vacate the tenement within 48 hours failing which he and his family would be forcibly removed.

The petitioner submitted that he did not have an alternative accommodation and that the threat of forcible dispossession was unreasonable.

The bench asked MMRDA how they could give such a short notice to the petitioner without providing an alternative accommodation.

“The petitioner and his family are already dispossessed from their original flat and have been living in this transit home. Now you (MMRDA) want him out of the transit home too?” Justice Patel said.

The court held that pending hearing of the petition, interim protection ought to be given to the petitioner.

“If you (MMRDA) oppose this then I will direct you to put him (petitioner) and his family up at the Taj hotel,” Justice Patel said in a lighter vein.

The bench was informed by the petitioner's lawyer that the MMRDA had locked the tenement. The court directed the MMRDA to remove the lock immediately and posted the matter for hearing on March 10.

As per the plea, the petitioner's original house in suburban Kanjurmarg was demolished for a public project.

He and his family have been put up in a transit tenement in the same area since 2017.

Advocate Aparna Patkar, who represented MMRDA, told the court that the transit tenement was to be granted to other project-affected persons and hence the notice of eviction was issued.

"BJP Cheated People On Naga Political Issue": Congress Chief At Poll Rally

Accusing the BJP-led central government of cheating the people of Nagaland on the Naga political problem, the Congress today asserted that given a chance, it will fulfil the aspirations of the citizens of the northeastern state.

Solving the decades-old Naga issue is one of the top-most commitments in the Congress' manifesto, party president Mallikarjun Kharge said at an election rally here.

"The Narendra Modi government does not have the political will to put into effect the agreed solutions to the Naga political issue and has cheated the people of Nagaland and the country as well," he said.

Stating that civil society organisations have been demanding the implementation of political solutions, Mr Kharge claimed that the state government is indulging in delaying tactics on the pretext that more talks are needed.

"Prime Minister Modi announced on August 3, 2015, that the Naga issue has been resolved with the signing of the Naga Accord which was later renamed as Framework Agreement with the NSCN-IM. But nearly eight years down the line, this has become an empty boast," he said.

To find a solution to the decades-old problem, the Centre has been holding separate negotiations with NSCN-IM since 1997 and the Working Committee of Naga National Political Group (NNPG), comprising at least seven groups, since 2017.

The Modi government inked a Framework Agreement with NSCN-IM in 2015 and Agreed Position with NNPGs in 2017. However, the final solution is yet to be attained with NSCN-IM remaining adamant on its demand for a separate flag and constitution for the Nagas.

While releasing the BJP manifesto for the Nagaland election on February 14, party president J P Nadda asserted that the solution to the Naga political issue is in the final stage as the Narendra Modi government is tirelessly working on it. However, the manifesto has no mention of it.

Claiming that the Congress is the only party that had initiated the process to find a solution to the Naga political issue, Mr Kharge said, "Even now, this is one of the top-most commitments in our election manifesto".

Without naming the Eastern Nagaland People's Organisation (ENPO), which has been demanding a separate state comprising six districts of the state, the veteran Congress leader claimed that the BJP is bent on creating a division in Nagaland.

Abrogating Article 371A of the Constitution which gives special provision to Nagaland will pave the way for "easy implementation of the Uniform Civil Code, which is the mainstay of the divisive agenda of the BJP", he alleged.

"The BJP's politics is aimed at destroying the indigenous and unique culture of Nagas," he alleged.

If voted to power, the Congress will implement measures for the development of the Eastern Nagaland region, Mr Kharge said.

The region will get its own mini secretariat and directorate of school education, the Department of Under Developed Areas will be relocated to Tuensang while dialogue between the governments of India and Myanmar will be initiated, he said.

A section of the citizens of Myanmar are Nagas.

"Given an opportunity, the Congress will fulfil the aspirations of the people of the state," he said at the rally.

The assembly election will be held on February 27 and votes will be counted on March 2.

Anti-Sikh Riots Accused Jagdish Tytler Among Delegates At Congress Meet

The Congress on Monday released a list of AICC delegates from Delhi, including former prime minister Manmohan Singh, party general secretary Priyanka Gandhi Vadra and former Union minister Jagdish Tytler, whose name figured in a probe panel report on the 1984 anti-Sikh riots.

The election of Tytler as an All India Congress Committee (AICC) delegate drew strong reactions from Delhi's ruling AAP and the BJP, which said it exposed the opposition party's character of creating division and chaos in the country.

The AICC delegates perform key roles in the party. They, along with Pradesh Congress Committee (PCC) delegates, will attend the party's 85th plenary session to be held in Raipur from February 24 to 26.

The AICC delegates form the electorate whenever there is an election for members of the Congress Working Committee (CWC), the top decision-making body of the party.

The Steering Committee of the party will take a call on February 24 on whether there will be elections for 11 of the 25 members of the CWC this time.

The Congress has 1,338 elected and 487 co-opted AICC delegates from across the country.

Former Congress presidents Sonia Gandhi and Rahul Gandhi are among the elected AICC members from Uttar Pradesh, which has the maximum number of delegates.

There are a total of 36 elected and 25 co-opted AICC delegates from Delhi.

Delhi Congress chief Anil Kumar Chaudhary, former Union minister Ajay Maken and former AICC general secretary (organisation) Janardan Dwivedi are among the elected AICC delegates from Delhi.

The list of elected delegates also includes Devendra Yadav, Manish Chatrath, Abhishek Dutt, Krishna Allavaru, Arvinder Singh Lovely, Sandeep Dikshit, Subhash Chopra and Alka Lamba.

Among the co-opted AICC members from Delhi are Praveen Davar, former Delhi ministers Haroon Yusuf and Krishna Tirath, boxer Vijender Singh, Ragini Nayak and K B Byju.

Targeting the Congress over the election of Tytler, BJP spokesperson Gaurav Bhatia said the Congress action shows its leader Rahul Gandhi who talked of "mohabbat ki dukan" during his Bharat Jodo Yatra is actually opening "nafrat ki dukan (shop of hatred)".

"The leader who spread maximum hatred during anti-Sikh riots in 1984 has been made an elected member of AICC. It would not be wrong to say that such leaders are spine of Congress," Bhatia charged.

Slamming the Congress Aam Aadmi Party (AAP) spokesperson Raghav Chadha said, "With another promotion for Jagdish Tytler, Congress' message for Sikhs is clear - that it will continue to indulge in a brazen display of insensitivity towards Sikhs. Like I said earlier, a pathological dislike for Sikhs is in Congress' DNA." The name of Tytler, once a formidable leader of the Congress in Delhi, figured in a report of the Nanavati Commission which probed into the anti-Sikh riots.

JNU Students"Hindus Became Po

The Left-controlled JNU Students' Union on Sunday alleged that the ABVP attacked some students after a march seeking justice for an IIT Bombay student who died by suicide. The ABVP has denied the charge.

The RSS-affiliated ABVP accused the Left-backed student outfits of "insulting" Chhatrapati Shivaji Maharaj.

The Jawaharlal Nehru University Students' Union (JNUSU) organised seeking justice for IIT Bombay student Darshan Solanki.

Solanki, 18, who belonged to a Scheduled Caste community, allegedly died by suicide by jumping off the seventh floor of a hostel building on the Powai campus of the IIT on February 12, but his family suspects foul play in his death and said he faced discrimination.

In a statement, the JNUSU said, "ABVP has once again resorted to attacking students.... This was done soon after a candlelight march in solidarity with the call by Darshan Solanki's father.... ABVP does this once again to derail the movement against caste discrimination." The ABVP denied the charge and accused the "Left group" of removing a garland from a picture of Chhatrapati Shivaji Maharaj and throwing it away.

The student outfit said it organised a function to mark the birth anniversary of Chhatrapati Shivaji Maharaj.

"Immediately after the programme, the students on the Left came there and removed the garland from the picture and threw it away," the ABVP said in a statement.

"Hindus Became Poor Under BJP Rule": Mehbooba Mufti

People's Democratic Party chief Mehbooba Mufti on Sunday launched a scathing attack on the BJP and alleged that the party does not want to build a nation but only intends to make India a "BJP Rashtra", adding that 26 crore people who were lifted above the poverty line during the UPA regime have been pushed back in the Below Poverty Line (BPL) category.

The PDP chief alleged that the BJP considers Jammu and Kashmir its "laboratory" where it conducts "experiments". She alleged that the Hindus have become poor under the BJP regime.

"The BJP sold the entire country including Railways, airports, and banks. This is not nationalism. They only talk about Hindu-Muslim. During the UPA regime, 26 crore people were lifted above the Poverty Line, the BJP again pushed them back to BPL, are they all Muslims? Are only Muslims the victims of the drug menace in J-K?" she said.

"Jammu and Kashmir is a laboratory. Experiments are conducted here. The practical begins here and then they execute it in the entire country. I want to tell the people of Jammu, if they try to show you that they are after the Muslims, you should come out of these dreams. They tell you that they want to build a nation. They do not want to build any nation, they want to make a BJP Rashtra," Ms Mufti added.

Referring to the demolition drive in Kashmir, the PDP chief said that the houses of not only Muslims but also Hindus are being brought down.

"Are only the Muslims affected by the demolition drive of the houses? They have made 80 crore people so poor that they have to give them 5 kg of rice for free. Are these for Muslims? These are the Hindus who have become poor. The marginalised have become more poor that they are incapable of purchasing their ration," Ms Mufti said.

"Those who will be against them, their condition would be made worse than the Muslims. I want to give a message to the Jammu people to wake up and be cautious," she added.

Lashing out at the BJP further, she alleged that the BJP "changed" the demography of Jammu. Mufti asked why the top posts in the region are not filled with Dogras.

"Jammu's demography has changed. Where are the Dogras? Why isn't our Governor (LG) from the Dogra community? Why aren't those at important posts like DG and SP from Jammu?" she asked.

The former Chief Minister also remarked on the appointment of retired Supreme Court judge Justice Abdul Nazeer as the Andhra Pradesh Governor and asked "where is the Judiciary?"

"What is the condition of the Supreme Court? As soon as the judges retire who gave verdicts on Ayodhya, triple talaq or demonetisation, are made the Governor, Rajya Sabha member or given some other posts. Where is the judiciary?" she asked.

Justice Nazeer (retd.) who retired as a judge of the Supreme Court on January 4, 2023, was a part of many landmark judgments including the Triple Talaq case, the Ayodhya-Babri Masjid dispute case, the demonetisation case and a judgment which held that the 'right to privacy' is a fundamental right.

Gujarat Doctor Found Hanging, Son Accuses MP Of Issuing Threat: Cops

Days after a doctor from Veraval town in Gujarat's Gir Somnath district died allegedly by suicide, his son submitted an application to the police seeking registration of an FIR against a Member of Parliament and the lawmaker's father for “threatening” the medical practitioner and usurping nearly Rs 1.75 crore.

The Veraval City police station accepted the application by Dr Atul Chag's son Hitarth on Friday, and started further investigation into the case, said Superintendent of Police Manoharsinh Jadeja.

Dr Chag, an MD Physician, was a well-known doctor of the Veraval region. He was found hanging from the ceiling fan of his hospital in the town on February 12. Police had found a one-line suicide note blaming the MP and his father.

While his family had claimed at that time that the note was indeed written by Dr Chag, police had said it had been sent for forensic analysis to ascertain its authenticity.

On Friday, Dr Chag's only son Hitarth approached the Veraval police station and submitted an application seeking registration of FIR against the lawmaker and his father under Indian Penal Code sections including 306 (abetment of suicide), 406 (criminal breach of trust) and 506-2 (criminal intimidation).

As per the application, the MP and his father had a close relationship with Dr Chag for the last 20 years and the duo had borrowed nearly Rs 1.75 crore from the doctor in instalments since 2008 by winning his trust.

According to Hitarth, the MP's father had given four blank cheques to Dr Chag to win his trust. When the duo stopped responding to Dr Chag's repeated requests to return the money, the latter deposited one of the cheques of Rs 90 lakh in the bank but it was dishonoured, Hitarth said in his application.

When Dr Chag sought an explanation, the duo allegedly warned him of “dire consequences” and also threatened to abduct his only son. According to Hitarth, the MP had openly threatened his late father saying that nothing would happen to him as he is a lawmaker.

Days before the suicide, the duo had verbally abused Dr Chag and had also threatened to kill him and his son Hitarth for demanding the money back, as per the application.

The threat and the thought of losing money deeply upset the doctor, as per his son.

Hitarth further said that the note found by police on February 12 was indeed written by his father and his father took the extreme step out of shock and fear.

Haryana Cops Use Interpol's Format To Identify Man Found Dead In Croatia

In a first, the Haryana Police have identified a Kurukshetra man whose body was found in Croatia through DNA matching using the Interpol's standardised digital format, officials said on Saturday.

The body was identified as that of Parminder Singh, they said. In a statement, the police said this is the first time that a case of DNA matching has been done using Interpol's standardized digital format.

Initially, the Haryana Police had sent a physical DNA sample which could not be sent through the Interpol channels.

Later, the digital format of the DNA profile was collected by the Haryana Police from the Central Forensic Science Laboratory, Chandigarh, which was then transmitted to Croatia using Interpol channels on the same day, police said.

Kurukshetra resident Paramjeet Kaur had lodged a complaint, saying her son Parminder wanted to go to Italy but had instead reached Serbia, police said.

She later came to know that an unidentified body had been found in Croatia, which she suspected to be that of her son, they said.

The complainant expressed apprehension that her son may have been killed for money. Based on the complaint, a case was registered under relevant sections including Section 406 (criminal breach of trust) of the IPC at Pehowa Police Station in April, 2022.

A case was filed in the Punjab and Haryana High Court by relatives of Parminder for identification of his body in Croatia.

In compliance with the November 2022 High Court order, the DNA sample of Paramjeet Kaur was sent by the Kurukshetra Police to the CFSL in Chandigarh for DNA profiling, it said.

After completing all the formalities, along with the submission of DNA profile of Paramjeet Kaur, communication was established with the Union Home Ministry, said police.

The Central Bureau of Investigation-International Police Cooperation Unit (CBI-IPCU) filed a status report in the High Court, detailing the communication made with NCB (National Central Bureau) - Zagreb (Croatia) and the steps being taken to identify the subject, the statement said.

The CBI had shared the digital DNA format of Interpol with Haryana Police and obtained a digital DNA format of the blood relative Paramjeet Kaur, the statement said.

The DNA sequence was mailed by NCB-New Delhi to NCB Zagreb (Croatia), police said.

It was matched by Croatian authorities and a positive identification was given on February 13, it said, adding that the information was given to Haryana Police and also to the family members of the man, the statement said.

The NCB - Zagreb (Croatia) informed about the positive identification of the dead body as that of Parminder Singh based on digital DNA profiling, it said.

Though the body has already been buried by the Croatian authorities, the family members will now proceed to claim the body with the assistance of the Government of India, it said.

In this case, the police did not resort to lengthy procedures like MLAT (Mutual Legal Assistance Treaty) or LR (Letter Rogatory) in DNA investigation, officials said.

"Why So Much Haste Shown By Poll Panel?": Ajit Pawar On Shiv Sena Ruling

Senior NCP leader Ajit Pawar on Friday termed the Election Commission's decision to recognize the Eknath Shinde-led faction as the real Shiv Sena as "unexpected" and asked why the poll panel was in a hurry to give the ruling.

Ordinary Shiv Sena workers will stand by Uddhav Thackeray, he added.

"It is an unexpected ruling. It is difficult to understand why so much haste was shown (by the EC ) when the Supreme Court today morning said it would give decision (in a related matter) after hearing arguments from both the sides from February 21," Mr Pawar said.

"Everyone knows who founded the Shiv Sena. Who was Hindu-hriday Samrat? Who was the Shiv Sena chief? Who was leading the Sena after Balasaheb's death? So the common Shiv Sainik and voters who believe in the Shiv Sena will retain respect toward Uddhav ji and will prove that their Shiv Sena is the real Shiv Sena in the elections," he said.

India Has Shown World The Real Meaning Of "Anti-Fragile": PM Modi

Prime Minister Narendra Modi on Friday explained the concept of "anti-fragile" related to the people of India in the context of challenges faced by the world in the last three years due to the COVID pandemic and the war in Ukraine.

Welcoming business leaders from across the globe at ET Global Business Summit, PM Modi said, "Generally the span of three years is not very long time but if we look at the last three years, then it seems that the whole world has travelled a lot of time. When we met last time then masks were not part of our daily life. People thought that vaccines are only for children and for people suffering from deadly diseases. People must have planned their holidays. But after 5 days of ET summit of 2020, WHO declared COVID as a pandemic. Then we saw in small time the whole world changed. So too India also changed."

"We have heard discussions about the concept of 'anti-fragile'. A system that not only faces the adverse conditions but uses them and becomes stronger. When I heard the concept of 'anti-fragile' then I thought of the strength of the people of India," he said.

PM Modi said that India has shown the world how to change any adversity into opportunity.

"In last 3 years, when the world was suffering sometimes from Covid pandemic, sometimes from war and sometimes from the challenges of natural disasters, India and Indians displayed unprecedented strength. India has shown the world the real meaning of anti-fragile," PM Modi said.

"India has shown the world how to convert an adversity to opportunity. By studying the capability shown by India at the time of the biggest crisis in 100 years, humanity will be proud of it after 100 years," he added.

Over Plans To Change Treasury System, Rajasthan Governor Seeks Explanation

Rajasthan Governor Kalraj Mishra sought a clarification from the Gehlot government on its reported plan to replace the existing treasury system with a pay and account office system, and also expressed displeasure over the formation of commissions and corporations "without following" prescribed rules.

The Governor wrote two separate letters to the chief minister flagging these issues. He also attached a copy of the letter received from the Deputy Comptroller and Auditor General's office on the issue of the pay and account office system.

The governor's missives come in the backdrop of Rajasthan contemplating doing away with the existing treasury system of accounting.

The Comptroller and Auditor General (CAG) has warned the state that the creation of a new mechanism would disrupt the compilation, preparation, and reporting of government accounts in the near term.

In a strongly-worded letter to the Rajasthan government last week, Deputy CAG K R Sriram said, "Any change in the existing scheme as per the Constitution and the Parliamentary enactment in this regard will require prior approval of the President and consultation with the C&AG of India."

A release from the Raj Bhawan said on Thursday, "The Governor has sent a copy of the letter dated February 9, 2023, received from the Deputy Comptroller and Auditor General regarding implementation of Pay and Account Office System in place of the treasury system currently implemented."

Instructions have also been given to inform the intention of the state government after conducting a detailed examination of Article 150 of the Constitution and Section 10 of the DPC of Act 1971, it said.

Article 150 of the Constitution says that the accounts of the Union and of the states shall be kept in such form as the President may, on the advice of the Comptroller and Auditor General of India, prescribe.

The letter written by the CAG office said that it is "highly desirable" for the state government to re-evaluate the change in the treasury system and hold it till further consultation with the central government".

"Any creation of PAO (Pay and Accounts Office) by one State will derail the time-tested treasury system where huge human and digital resources have evolved along with corresponding treasury rules and with its inherent system of checks and balances and the linkage of entire IT infrastructure...," said the CAG letter, addressed to the Rajasthan chief secretary.

It quoted Constitutional provisions which mandate that the CAG will be responsible for compiling the accounts of each state from the initial and subsidiary accounts rendered to audit and account offices.

In the second letter, also sent to the chief minister on Tuesday, the Rajasthan governor expressed his displeasure with the state government for not following the prescribed rules for the formation of various commissions, corporations, boards, and appointment of office bearers in these institutions.

The governor also expressed displeasure over the appointment orders issued recently without obtaining approval of the Raj Bhawan.

"In a letter written to Chief Minister Ashok Gehlot, Governor Mishra has given instructions to take it seriously and clarify the situation in the matter," another release from the Raj Bhawan said.

In 2020, as the Gehlot government faced a crisis due to the rebellion by his then-deputy Sachin Pilot, there was a deadlock between the Raj Bhawan and the state government over-calling the assembly session.

The state government wanted to convene the session on a short notice but the governor turned down the cabinet proposal thrice saying a 21-day notice is required for calling the session.

The fourth proposal was accepted by the governor to call the session from August 14, 2020. The revised proposal fulfilled the condition of 21-day notice.

Patients Aged 65+ Can Now Register For Receiving Organs From Donor: Report

Patients aged 65 years and above can also register for receiving organs from a deceased donor now as the Centre has made necessary changes in the regulation, official sources said today.

They also said the Union Health Ministry has recommended all states to remove the domicile criterion so that needy patients can register themselves in any state for receiving organs.

The sources said the ministry also asked states not to charge any fee from patients seeking such registration, saying it was against the provisions of the Transplantation of Human Organs and Tissues Rules, 2014, An official said states such as Telangana, Maharashtra, Gujarat and Kerala have been charging anything between Rs 5,000 to 10,000.

The National Organ and Tissue Transplant Organisation (NOTTO) has made necessary changes in the guidelines which now allows patients aged 65 years and above to register themselves for receiving organs from a deceased donor.

"For registering patients requiring organs of deceased donors, earlier the upper age limit was 65 years. With this restriction removed, patients of all age groups can register for deceased donor organs. The changed guidelines have been put on the website of the NOTTO," an official source said.

Besides, in some states only patients who are domiciles of that state are allowed to register or are given preference for deceased organ donors. Now, the Union Health Ministry has recommended all states to remove such restrictions so that needy patients can register themselves in any state for receiving organs, the official source said.

"It should be as per the waiting list. This will help patients in seeking transplants from deceased donors at any hospital giving a lot of flexibility," the official source said.

According to officials data, the number of organ transplants has increased from 4,990 in 2013 to 15,561 in 2022. The total number of kidney transplants from living donors have increased from 3,495 in 2013 to 9,834 in 2022 and from deceased donors, it has increased from 542 to 1,589 in 2022.

The total number of liver transplants from living donors has increased from 658 in 2013 to 2,957 in 2022 and from 240 to 761 in 2022 from deceased donor.

The total number of heart transplants have increased from 30 in 2013 to 250 in 2022 while lung transplants from 23 to 138.
